It would seem that blizzard in trying to fix bugs fixed a none bug making Templar slash dot not to be affected by penitence even though it’s a dot. They wanted it to deal 50% of Templar slash and therefor ruined a talent mechanic to do so because they don’t even know their own self made talent tree.
