The Hammerfall talent doesn’t seem to work properly, I was hitting Kelpfist in the main city and I wouldn’t get stack of light deliverance for using spenders.
It worked as intended within Shake the Heaven window but not outside.
I was able to replicate this on different dummies, neither FV or DS were working to give stacks.
Weirdly it was working on tanking dummies, although I couldn’t hit them for too long as Ret.
It was also working on mobs while questing.
