From what ive seen in the footage from beta, tempest hit for ~120k while lightning bolt hit for ~90k.
- lightbolt overload with do double damage : 180k, triple with surge of power with 2guaranteed overload : 270k
- lightbolt affected by haste/mastery and of course bloodlust.
I am pretty sure a fixed 2s cast tempest is a dps loss especially in bl phase so u ACTUALLY need a macro to cancel the tempest coz u dont wanna cast it because its trash.
Did i miss something or is this ok in shaman devs eyes

That’s how it was working since it was implemented in Alpha. It makes Stormbringer completely unplayable for elemental.
It’s either intentional or they just couldn’t be bothered to fully implement the hero talents before beta. Which is fun considering they’ve moved on to just “fine tuning” hero talents.
If we’re using Earth Shock over Elemental Blast, and that looks likely since both Unlimited Power and the tier set encourage frequent Maelstrom spending, we’ll be wanting to cancel Tempest every single time.
A hero talent that literally makes us weaker is beyond my imagination how bad it is.
