I am t rying to complete ethe heritage of the void quest but there is no telogrus rift , anywhere. Whats going on?

There should be a portal in Legion Dalaran to Telogrus Rift. Try that portal.
i just found it…
It was behinde the house with the factions. hiding behind a tree. WTF.

There is one in the Dalaran portal room.
When on Tel, one of the rifts will take you back to Dalaran.
If you don’t see the rift in Dal, be sure to talk to Alleria, as she is the one who creates the rift for you in the beginning. She is in Dal, in the Guardian Chamber area close to Kadgar. It’a above the portal room.

I had some phasing issues between the start of the Harbinger quests and the Radiant Echoes quest, so doing the latter first allowed the former to appear and be completable.
Given all the phasing issues in Legion Dalaran back during Legion (curse you Khadgar for being so hard to find sometimes!!!), I wouldn’t be surprised if there are other phasing issues these days.
