Step 1: Eat a tablespoonful of uncooked oatmeal, do NOT swallow!
Step 2: Tightly wrap some sort of fabric snugly around your mouth. A doo rag or handkerchief works well.
Step 3: Hold your nose by pinching both nostrils.
Step 4: Speak Ancient Sumerian.
