The Terrokar Forest quest “By Any Means Necessary” appears to be bugged on some layers. The quest asks players to find and speak with the NPC Empoor, who should be wandering the path between Shattrath and Tuurem with Empoor’s Bodyguard. Along with numerous other players, I have been following Empoor’s Bodyguard along the path for quite some time without Empoor himself ever making an appearance. I have seen some reports that Empoor is present on some layers but I have not seen him myself.
Can confirm it’s bugged on Pagle - US. Submitted a bug report and opened a ticket, Blizzard says the quest has no known bugs so be sure to get people to submit bug reports.

Been following the bodyguard for about 40 minutes now. No sign of Empoor yet. Seems like its still bugged, probably an issue with the layers.

Edit: On Layer 2 only, got invited to Layer 1 and it was working just fine.
Just want to second that Empoor is bugged on Layer 2 for Pagle - got an invite to Layer 1 and it’s working. Thanks Azgarde
