When you got the new PC did you install WoW on an external drive or different drive other than C: ?
On a fresh install of the game the green download circle may show up occasionally but it should not be up constantly. If itās showing all the time this could mean the game data is corrupt and that thereās a problem with the drive the game is installed on.

DXDIAG
Press Windows Key + R.
In the Run window type dxdiag and press Enter.
In the DirectX window, click Save All Information.
Name the file ādxdiagā and save it to your Desktop. Open the new dxdiag file with Notepad.
In the posting section hit the </> button for āPreformatted textā then paste (Ctrl+V) the DXDIAG contents. Thatāll make the information much more readable.

Awesome, thanks! The only thing I see from the DXDIAG is your Windows 10 version is a few versions behind, but that shouldnāt cause this particular issue. May just want to update Windows 10 anyways.
Try deleting the Cache folder in: ...\World of Warcraft\_classic_era_\
If thereās a problem with the cache it might cause the download icon to show up as well, so deleting that and logging back in will get it to be recreated.
