In TBC Classic’s Area 52, the NPC Boots dies periodically and is supposed to be revived immediately by Doc. This script is not working properly, so Boots lies dead on the ground for a very long time before respawning. Turning in quests is impossible for the duration of his death.

Still happening today … been waiting for hours and he’s still just layin there dead… dead… dead… so dead… body never rots though.

Boots is currently perma-dead on Maladath US-East.

We have received multiple reports of this issue and are currently investigating it. If you do not see Boots where he is supposed to be, please wait for him to respawn. We are unable to verify any known issues related to this quest NPC, and it is working as intended.
If the NPC does not spawn as expected, please submit a Bug Report.
