The Tattered Seavine reagent required to craft the Iskaaran Harpoon did not drop properly for me from Fisherman Tinnak as loot or from his bonus objective. This was my first ever kill on him and it was done after rares had supposedly already had their drops re-enabled.

I am also having this issue. I have tried re-logging and killing him 3 times. I cannot get him to drop the Tattered Seavine.
Both myself and a guildmate have the same issue. Relogged and tried killing him several times, but no drops.
Just tried this 3 times. After killing the guy, the first item just respawns and restarts it all.
Kicked the stuffing out of him no less than six times. I am still bereft of seavine. Tried even leaving the entire zone and coming back and logging out completely, no go.

Hello having same issue on Dec 1st 2022 2pm pacific. Killed 4 times.

I saw someone waiting for the community feast earlier that was able to fish with the harpoon since they were catching lunkers, so it seems highly likely the hotfix to disable rare loot broke this drop off this NPC even though loot has otherwise been re-enabled.
EDIT: A guildmate killed this rare a few minutes ago and saw 10 Tattered Seavines in the loot window. Meanwhile I am still unable to loot him because my loot eligibility did not reset properly with today’s daily reset.
EDIT 2: Got mail from the Postmaster that had the same loot (including way too many Seavines). Seems to be “fixed” if you kill the NPC again.
Update, I just killed it at 5:15pm Pacific. he was unlootable for 20 seconds and then he dropped 14 seavines, 8 dragon appearances, 4 primal chaos and 950 rep
I also just killed him, he dropped 10+ seavines and 950 rep
Also reporting back that this is fixed for me as well. Dropped 10 seavines, dragon shard of knowledge, 4 dragon cosmetics
I experienced all this, but now I have 0 Tattered Seavine & if I kill the Rare again I cannot loot it at all & nothing in mail.
