Because it’s not actually a mount and never has been. It’s just a bonus from the staff. Hopefully that changes when they add dragonriding to the rest of the world.

This issue sounds similar to when the Phoenix Wishwing and Mote of Nasz’uro were first discovered, where they did not appear in the journal after being collected. It required a client-side fix to be released by Blizzard.

Update: After several relogs, it did finally show up. So that might be a thing.

It resolved for me when I logged out and logged back in. It appeared in my collections after I did that. Although I still can’t link the mount in chat without the game immediately crashing to the desktop with no errors or anything popping up.

It is officially a mount after those who have completed the OG quests and have the staff complete the new Azure questline.
The questline sees your character freeing Tarecgosa’s spirit from the staff, and giving you the (legendary) mount in your collections tab. This is NOT an account-wide mount and will only show up for the characters that have completed the original questline to obtain the staff.
Okay so I just got the mount, learned it, COMPLETED RHAPSODY IN BLUE

And it wont let me use it, saying I need to complete Rhapsody in blue lol

Edit: logging out and in fixed it

Originally said it was unusable because I needed to complete the quest. . .that gave me the mount. . .tried /reload no good, but after hearthing home, it was fixed, without a relog.

Yeah, I just completed the necessary quest chain, and obtained Tarecgosa’s Visage, and now I can’t use this mount because it claims I have not completed the literal quest chain to obtain Tarecgosa’s Visage in the first place. :frowning:
