Here’s the reality - in organized raiding, there is an overabundance of people wanting to tank, and a scarcity of tanking spots. the only place a “tank shortage” exists is in pug world, and that’s because skilled tanks with aformentioned spots want nothing to do with the crap that’s shoveled at them in pug world.

This extends to M+ as well. Guild runs tend to get tanks super fast, because tanks like running with people they trust not to be idiots. The problem really is exclusive to pugs.
