I noticed in Normal and Heroic, some tanks leave after killing Zav the Unfallen.
After the tank leaves, the party recues in the dungeon finder.
A replacement tank will not join. I have waited 10 minutes before, and all I see is the timer and the average wait time increase.
This is on AREA 52 where the queue is quick two weeks after expansion launch.
