So is this supposed to test your tank skills or is it supposed to be a simulator to fight an ele shaman.

It does test tank skills. Positioning, buff/debuff management, survival, CC, and yes, even damage are all tank skills. Tanks do more than just press a defensive when the tank buster happens.
What class are you doing it on and what are you struggling with? Perhaps I can offer some tips.

Was doing it on pally, just downed it though ty!
Was just annoying with all the knockbacks and managing the stacks
