Talking to Khadgar in Dalaran does not continue TWW quest

I have the quest Visions of Azeroth. It says “Talk to Khadgar in Dalaran to set off for Khaz Algar.” When I go to Dalaran he is there but will not continue the questline. I was told you have to complete the Harbinger quest first, but when I turned level 70 I did not recieve an option for that quest.

Did you look in the Adventure Guide for the quest? I know it was showing there around the time of the pre-patch.

I did, I did not see it in there either. Although I am not sure I looked in the right place

If showing still, it would be in the Suggested Content tab.
