Talent: Chaos Incarnate Bugged?

Want to get a definitive answer - is the Chaos Incarnate passive talent bugged?

I know I only PvP but hear me out… :anguished:

With all PvP vendor gear, you optimize for Haste and Vers. Mastery is usually around 29%-ish in PvP format.

However, I looked up this guy (https://worldofwarcraft.com/en-us/character/us/frostmourne/dean), who specializes in RBG, and realized the importance of Mastery and the power of Chaos Incarnate.

If my Mastery is baseline 30% higher and guaranteed to benefit maximum from the stat, shouldn’t my Chaos Bolts hit much harder? Because guaranteed 60% mastery buff vs. 15% guaranteed and 15% RNG (avg. 22.5%) should produce a result of 30% dmg buff?

After testing a few games and hitting dummy, I just don’t see the result. Anyone? Thanks!

target dummies dont normally scale your stats the same as actual pvp content battles do. so maybe your attacks are being based off 419ish gear not 450 in pvp combat?

Was hitting pvp dummy in Valdraken. my health was scaled properly when hitting the PvP dummy. In the game as well, I compare my Chaos Bolts damage to other warlocks with low mastery. The bolts damage are identical even though I have 20% more mastery. Granted there are lots of modifiers on Chaos Bolt damage.
