Edit: Deleting most of this post, because I had the wrong idea about the rotation. Best bet when using Talbadar’s Stratagem is to follow the Icy Veins rotation / priority. I tested on the training dummy and I got a lot of uptime of the legendary.
I rerolled from Warlock to Priest over Christmas, but I was Disc and Switched to Shadow Priest about 5 days ago. I went straight into raiding and even though I had Afenar’s Weakauras, I had issues keeping up with the rotation.
I use Publik’s Weakaura’s now and his rotation seems to be really solid and makes a lot of sense.
Anyway I’m looking forward to raiding again on thursday! We’re starting on the 3rd boss of heroic as we’ve cleared 10/10 N and 2/10 H on just one night!
Just an FYI, it is not currently a gain in sims to ever hold MB to use it during DP. Mb does not have a long cooldown (its baseline gcd is 5 globals). If you are at 40 insanity and wait to use it during DP, you are delaying it up to 4 gcds (3 gcds of flaying to generate, 1 gcd of DP) to cast it. That means you lost 80% of a full mind blast to hold it.
Do not do this. If your DP is falling of the target, MB just came off cd and you have over 50 insanity, I do believe it is a DPS gain to DP then MB instead of getting MB on cd, but this could change with new sim values.
Do not sit on MB cooldown to try to get it into a DP window though. You are wasting far more damage doing this then you gain.

Or you might’ve simmed my rotation after reading this which is also weird. I don’t know how to sim, other than just getting stat priorities. So i guess I just have to follow my heart or read a guide.
Sims use the optimal rotation. This is a priority list created by theorycrafters by trying out all the combinations of ability optimization. I’m not sure what you mean by “your” rotation, but if you mean specifically holding MB for DPs, then yes that has been tested and hasn’t been found to be a gain as of yet. If it does, the APL and guides will be updated to show this.
To be clear, if you are at 40 insanity you are a minimum of 3 gcds away from casting your MB (unless you happen to have a VB proc from DE which could change the prio). This means you will be delaying casting your MB for over half its cooldown, which leads to missing out on entire mind blast casts over the fight. It doesn’t take sims to tell you this is a bad idea, but sims do bear this out anyway.
If you mean the default rotation thats in the icy veins/wowhead/WCP guides. If you mean specifically the shadow priest APL (that is used by the simcraft engine) that is located here.

Question, is there anything to be said about delaying Devouring Plague to fit in a Mind Blast? I mean as long as we aren’t over capping Insanity it will be ok? Like waiting until it’s 3 seconds left on cooldown of Mind Blast.
One of the biggest reasons Talb was considered 2nd best was how it made people want to mess with their rotation to try and get the bonus. You should just play normally and it will fall into line.
Delaying either MB or letting DP fall off to try and time them together is going to be a dps loss. You are losing out on potential mastery damage by intentionally letting DP fall off.
I updated the OP to reflect that you should just follow the icy vein’s rotation, and you’ll still get a lot of uptime on the Talbadar’s Stratagem legendary. I deleted most of the false info I had posted.
Twisting does give you access to all torghast legendaries. I want to get mine crafted but I have to look into what rank will suffice without a loss. Rank 3 might prove better ST damage but I will probably wait for rank 4.
