While pulling M Artificer I noticed I had Talb buff while out of combat. I swapped to Eternal Call to the Void for a few pulls to see if it was an animation bug but had 100% uptime with Talbadar’s Stratagem in logs so every mind blast was buffed even without triple dots.
Not sure how to reproduce the bug, I think it was because I had the buff active when the boss was reset.
