I’ve been unable to complete the quests Assault on Shattrath Harbor and Assault on the Heart of Shattrath as every time I enter Shattrath all the demons phase out and friendly Draenei take their place.
You can sit outside the city and see the demons that are needed for the quests but are unable to get close enough to kill any before they are changed to friendly npcs.
Quest - Reclaiming the City
Unable to complete quest as there are no enemy npcs in the city to get quest items from, it’s just full of friendly npcs.
all the enemy npcs get phased out when entering the quest area
edit: found one small corner of the city that doesn’t phase away enemy npcs, was able to kill one enemy but had to wait 30+ times for him to respawn to get all my quest items.
Not a fun experience!
It’s not a bug. The phasing where demons are available in Shattrath gets unlocked once you reach level 40.
The garrison campaigns were once content for max level.

Sorry forgot to mention these issues are happening on a level 40 character, so it should be available >_<
Have you unlocked the tier 3 garrison?
Just finding out which requirement is missing.
This is the character with the issues, yea have my garrison fully upgraded. Also completed the zones quests, and previous garrison campaign quests leading to this one.
Hmmm checked on my 40, maybe you have to accept the assault quest from the Apexis Map that switch daily(the one that sends you to Shattrath).
I think I’ve tried that before, but will keep an eye out for it and check again when it comes around
Okay a GM has confirmed that this area requires level 41+ to phase correctly, would be great if it was dropped to level 40 like the other assault areas!
