None of shaman attacks are normalized, which is why slow is pinnacle for enhance.
So is that the formula for base damage or for dps?
Instant attacks in classis do weapon damage(142-234) + DPSfromAP*weapon speed type modifier(1.8/2.4/3.3)(daggers/1h/2h)+ability damage(which may scale with AP, may not).
If you look at the wording for Devastate you will see the difference between that, and say Sinister Strike

The datamined item has idental stats to Obsidian Edge Blade. Those numbers will likely be lowered to be in line with the other items.

if you were right you would always deal the same amount of damage with instant attacks dude
the variability comes from the base weapon damage, which yes, gasp, includes top end damage.
not to mention that you’re already backtracking, because even if top end damage didn’t count, you’d still want a slower weapon for more base weapon damage, which you originally said didn’t matter.

Weapon Normalization means for 2hnd every instant attack (Not whirlwind, windfury, sword spec or retal I think, and maybe not slam either correct me thou) is based on 3.3 speed calculation for your attack power.
So its something like 3.3 x DPS (calculated from 14 AP to 1 DPS) + weapon damage = instant special attack swing damage
So regarding instant special attacks, two weapons with the SAME DPS but one being slower, the slower one will hit slightly harder because its dps is the same but its less frequent so the damage per hit has to be higher to be the same dps and therefore it has higher weapon damage per hit on the weapon itself.
Thus having higher weapon damage it will do slightly more damage for instant special attacks.
I get the point, people like arguing semantics. Is it top end. Not entirely. Do slower weapons have higher top end along with higher base damage. Yes if dps is equal.
When people say higher top end , they basically are saying this.
When people say “well ackshually it’s not top end” they are just trying to be right when both points are valid.
I’m sure in 99% of cases where dps is equal , a weapon with higher top end (slower speed generally) will have a higher base weapon damage.
Essentially/ colloquially people are making that correlation and asserting it as top end. Not base damage. But always a
to come in and tip their fedora and say “it’s not top end”.

General question: are weapon speed increases normalized? For example frenzied assault is 20% weapon speed increase.
On a 2.0 weapon 20% is 0.4…on a 4.0 weapon that’s 0.8…or is it normalized @ 3.3?
I believe all that does is make your white hits faster, the AP bonus to weapon abilities is normalized at 3.3 speed.
