Currently my vault has two slots filled - 649 for T11, and 649 for T9.
The vault for T11s should be higher. I’m guessing T8 is the cutoff point currently. Perhaps make T11 vault slots award gear 1 or 2 steps up (so Hero 3/6 instead of Hero 1/6 for example).

Season 2 delves are the best gearing that’s ever been available to casual players. The reward for doing higher tiers above 8 is the crests from the delve.
The purpose of going past T8 is for more crests.
Also this, their reasoning was to smooth out the upgrading process. Probably because due to the horrible Runed Crest we got in S1 people were skipping out on upgrading their champ pieces and saving them for hero tracks only. So they nerfed hero to base so we can have a reason to use them now since Runed from delves is a lot better now.
By best do you mean streamlined, power,etc?
I think visions are overall better but you are being a bit to vague to point to a specific thing.
Maybe I’m misremembering but I don’t recall visions giving me mythic raid level gear every other week, like 3 item levels lower than highest gear of the season.
Visions gave 470 ilvl for 5-mask clears (Heroic N’Zoth equivalent). It was glorious
