I unlocked the achievement for clearing the Horrific Vision Revisited for clearing with 5 masks. The achievement reads as if this should be account wide, but when I log into my alts to buy weapons from the vendor on my alts. It doesn’t allow me to acquire the gear. What purpose does the vendor really account for if this isn’t meant to be account wide? Clearing this on my DH without a need for the gear.

I assume they are on the same WoW license? I was able to do this on an alt without issue, just had to transfer some mementos via the currency pane.
Yes, same account and license. It states the achievement wasn’t obtained, but definitely not the case as I can purchase them on my main. Also fully logged out and back in just to be sure.

If you’re talking about the unlock created by purchasing and using the Warbound Purifying Kit and Enchanted Warbound Purifying Kit, those simply make chest drops in Horrific Visions warband bound instead of soulbound, so you can mail them to an alt or transfer them through shared banks. They don’t allow your alts to buy gear the haven’t themselves unlocked. Maybe the gear from the vendors also becomes warband bound; that isn’t stated explicitly anywhere.
I looked last week when i got 2 masks dones and couldnt buy them on alts. Same thing with 5 mask this week
It’s an account wide achievement so it should allow for alts to purchase after unlocking. I’m having the same issue with only the one that unlocked the achievement being able to buy anything. I tried resetting the game as well and giving it more time to register the achievement possibly but no dice.

Not sure about the 5 mask achievement since I dont have it yet but the 1 mask achievement that opens up the vendor is NOT account wide, if you want to purchase gear from the vendor on an alt the alt needs to also clear a vision with 1 mask active.
The item from the vendor that makes stuff account wide only applies to drops from the chests in visions not the vendor.
My mistake, I was thinking of the enchant NPC.
I’m not aware of any stated intention or published plan for gear from the vendors to be unlocked account-wide, in which case the reported behavior would be expected.
