I am staniding in UC now and no NPCs in the throne room of the royal quarter? Anyone else have this?

If you ever have missing NPCs in a major city, it’s a problem caused by layering. Just join a group with anyone else in that city and it will usually fix it by transporting you to a different layer where the missing NPCs have hopefully loaded.

I eventually had a friend run to UC and they could see the NPC’s so we grouped up and this 100% fixed the issue. Thanks.
