I dont notice the talent doing anything, should it signified somewhere when it goes off, like as a buff or hot?
I’m resto fyi, i primarily am talking about the absorb damage bonus
The absorb bonus is an additional effect given to swiftmend by those using resto affinity. You cannot be resto and take advantage of the same effect.
The whole trait is designed to make the affinities more impactful. Avoidance on frenzy regen for example, will work for all specs except guardian.

No problem, glad to have cleared it up. 
Sadly, it means the only ones that actually matter are Resto Affinity and Feral Affinity, unless you are in PvP.
The Resto effect is pretty strong, though.
