Swift Gloomhoof Only For Night Fae?

So I looted the Broken Soulweb, and had it repaired. Now I have to talk to Ysera to finish it and so I can go and get this mount. Guess what? She’s inside Heart of the Forest and it ports me out when I try and enter. Is this a Night Fae only mount? If that’s the case, why let me loot the Broken Soulweb to begin with?

Nevermind. You can talk to a guard outside to request Ysera to come out to you. Sadly it seems to be bugged as she creates the item for me but it doesn’t go to my bags.
