Its the broom mount that has existed in the game forever. But only rideable during the Halloween Event. All they did is make it permanent… 
So, as I understand it, Halloween is on the last day of October, so this seems to tie in with that theme.
And yet, they use a mount that has already been given out. It’s like “Oh, a holiday, here is a bag of slightly stale sweets to enjoy for the season, its the leftover stock so we don’t need to cook up anything new but you won’t mind that, will you?”

Yes it was a Trading Post reward last year in October when it first came out …now to offer it in the real money store is a low blow from Blizzard esp after all the mess that has happened with TWW and players losing million in mats and gold out of Guild banks and sloppy fix they so said they did now.
