If any of blizzard personnel is reading this , can can we get some kind of hot fix so talents that are on cooldown do not prevent us to swap talent builds. In my case every time i want to swap to single target build for boss fights, i have to wait on volley to go of cd to be able to swap. Thanks.

If they did it, a player could use a bunch of CDs, change spec, use some other CDs, change again, snd so on…

The issues with having these CDs is that some have a build for single Bosses and another build for trash in between. So, you must decide if waiting on your CDs to stop is worth the dps loss, or just stick with a single target rotation, which also means a dps loss.
The point of having builds is maintaining the best damage possible, so have to wait on abilities that slow down your dps doesn’t have a good reasoning for it.
This doesn’t really affect anything. Mythic Keystones you can’t change specs. Raiding is boss focused and can’t change specs during encounters. Heroic dungeons and M0 are the only area this would change but even then it’s minor
Granted, he can just reset the boss after trash for the same effect

So what’s your point exactly? Where did I say you could do it in mythic plus?
The OP asked about scanarios where changing specs is possible, not about instanced content where it’s not allowed in the first place
It is annoying (imo) not to be able to swap it easily and having rest of raid wait on me. Would be nice QOL.
Just reset the boss with fd? As you should be before every first pull on a boss in raid, helps you, helps the raid reset lust which should have been used on trash to speed it up and resets everyone else’s cool downs.
Could just do the XIV solution — each replaced skill CD keeps ticking in the background, hidden, with any active replacing it then taking on its remaining cooldown before next use…
It’s the after the Boss is dead, and running to the next boss CDs. There’s always trash to go through first, so you want to switch to an AoE build. However, you have to wait on abilities to swap first. It’s annoying and doesn’t seem to have purpose than to slow down the raid.

No cd build is literally the same rotation, you just dont press cotw and you have dire beast, nothing changes. And it’s currently the best aoe build for bm hunters so don’t know how it under performs.
And what makes you think i am talking about or playing BM?
Because you’re discussing min-maxxing while BM is better ?
