Swapping Specs Causing Spell Error

(I apologize if a repost)

When I switch from Devastation to Preservation my two main heals or “big” heals become “unusable” after swapping specs. Dream Breath and Spiritbloom are my effected spells. I must log out and log back in for them to be “usable” again.

Is this a known issue or is there an ETA on a fix? Or is there something I can do on my end to I can simply swap specs without needing to relog?

Might be an addon causing the issue, because I swap between the two all the time and have never encountered this.
