I paid 150g in Tenaris to drop gnome engineering but when I go to Ratchet to get the goblin engineer quest it is not available. So now I have no specialization and I can’t get goblin Engineering.

Did you go visit the engineering trainer in Stormwind? I didn’t look through the edit history of Wowpedia to see when it was added, but it appears the quest isn’t necessary.
