Who could have anticipated it? People were giving feedback this would be an issue literally the day the talent tree was revealed 
It’s the same in PVP - people just don’t stay in the area

Wild Spirits is also the closest to Starfall we got and finally getting it back from druid was on my wishlist for years (in 3, both POTM and the Elven Ranger had it, so Tyrande - whose wc3 kit almost all went to hunter - and pre-banshee Sylvanas); I’d have gone Night Fae even if Wild Spirits sucked just because it finally gave hunter a rangery magic aoe.
The problem with the owl is you don’t place the ground target, it gets placed off your main dps ability. So you have 2 choices, do no damage at all until the tank stops moving then fish for the proc or do gimped damage and hope the proc comes back up shortly after the tank stops moving. If you could activily place the ground target it would be a lot better but really it just needs to follow the target it gets triggered on.
