While you haven’t specified how it would make said abilities usable from 40 yards, yes, it would indeed be somewhat of a nightmare to balance.
Also, again with the reservation that you haven’t been very specific, it doesn’t sound like what you’re proposing will achieve what people are actually asking for; the playstyle that was the old RSV.
