You can hit SI outside of bear form but I am assuming you want to switch to bear and hit SI from Caster Form. Try this.
#showtooltip Survival Instincts
/cast [noform:1] Bear Form
/cast Survival Instincts
You can also do that with Growl if you (Non Guardian Spec) ever need to help someone kite in PvE.
#showtooltip Growl
/cast [noform:1] Bear Form
/cast Growl
