Actually, they made unannounced changes this week, WFB was 20 focus and they made it 10 focus. This unannounced change along with the natural rotation did a lot to help survivals focus economy.
I did some testing on the 5 target dummies today. I’m far from good at the game, but I ended up not even being able to tell that Kill Command was given a cooldown or that focus costs were increased. I was able to use KC every 3rd ability and always had tip up for boomstick>bomb>raptor. No downtime, never ran out of focus.
I need to try single target and see if that holds true without the increased CDR on Boomstick, since that long channel being up often in aoe is likely helping the KC cooldown always be up.
But so far I think maybe I was worried about nothing and this was a silly post?

some time on tuesday they hotfixed the PTR so WFB was 10 focus instead of 20 focus which made a ton of difference. prior to that change for the last week you had to really pay attention to the gameplay loop to make sure you wouldn’t go empty on focus super fast

Like Stripp said they made changes to things that weren’t listed. I still think we would have been okay with the other changes but we will never know. Important thing is we are in pretty good shape for now. Subject to tuning and all that bs.
Depends on which camp you are in on these changes. As it stands now focus doesn’t even really need to exist. You can’t run out of it if you push your buttons even semi correctly. I’m personally fine with that but some don’t like it. We’ll see what blizz decides to do before midnight.
