Is the 2min cool down on C.A and incarnation a bit much?

Considering you can spec into 2 charges of it, no.
Very few specs get 2 charges of their primary burst CD.
But its not a burst CD anymore, its a maintenance buff now
Incarn is most certainly not a maintenance buff considering it’s your double eclipses + secondaries.
Celestial alignment is basically just 2 more eclipses now. We effectively have 4 charges of eclipse and it is strictly a maintenance buff. If you’re not playing it that way, it makes sense that you’re pulling bad numbers.
I’d be alright with CA and Incar being a 1.5 min CD where it increases haste again and increases damage, with incarn having more damage and crit applied.
A maintenance buff implies you’re trying to create uptime, e.g. devourer meta uptime. You pressing your CD, which gives you crit, haste, double eclipse for double dip on your mastery for astral damage (unless EC), and depending on talents other reductions for starsurge, is not a maintenance buff. You are not ramping during incarn to extend its window.
Your maintenance buff is Solstice, which revolves entirely around your free starsurge/fall procs outside of your initial eclipse phases. This isn’t SL where you’re using abilities and !cancelaura’ing it for stronger venthyr windows, you aren’t dropping incarn to reincarn for more solstice. You’re simply trying to get out as many wrath/starfires out to free proc your starsurge/starfall so that you solstice has as optimal uptime as it can.
I feel you aren’t actually aware of what boomies are functioning with right now if you think incarn is a maintenance buff and not a burst cd.
No, you are using eclipse and CA on CD trying for maximum uptime on eclipse. That is why it is basically a maintenance buff, and why our damage is trash outside of eclipse. We are supposed to maximize eclipse uptime by using it on CD.
