This could be a bug (I raised a bug report about it).
Last week, the Superbloom weekly cache would drop Veteran 1-4 (ilvl 441-450) gear. So far in 10.2.6 from 2 caches I’ve gotten 2 pieces of Adventurer 4/8 gear (ilvl 437).
The two other Emerald Dream weeklies (Blooming Seeds and Worthy Ally) do not seem to have changed.
Bug report: Superbloom loot bugged (nerfed?). Lower ilvl in 10.2.6
My theory is that Season 4 will change Superbloom to Adv 4/8 on the S4 ilevel scale.
Yep, also got Adventure loot from Superbloom cache. Also not receiving whelpling crests from any of the normal sources
Whelpling crests gone from many areas. Researchers, Zaquari Elders, world quests in Dragon isle no longer give whelpling crests. Won’t be doing those anymore. Keep making it harder to get better gear, Blizzard. If you don’t raid, you’re not going to raise your gear. If you are lucky, you may get one piece of champion from Hibernation Heroes once a month, I have 6 toons I play regularly and 4 have 2 champion pieces from doing the hibernation heroes quest every single week. 2 have 3 pieces. It is very frustrating. Now the pieces I do have will get raised very slowly because there are fewer quests for crests. What am I supposed to do with all these flight stones I now get instead of Whelpling crests?
Actually , if you do M+ there was a post about an NPC standing by the bank that trades flightsones for veteran armor crates you can send to alts , for 1 thing.
And there is an NPC in the black dragon quarter of VAL that is giving rep for flightsones
I’m not surprised. I hated the damn thing all it would do is give me the rings or cloak.
Actually , I am anticipating a limited event before War Within, where we kill bosses for temporary gear like we did before Dragon Isles in the Barrens pre Xpac, but so far that is just a fantasy of mine with no merit.
The boss events before xpacs are my favorite content in Wow thus far,
I super enjoyed the WOTLK revisit boss event a few xpacs back and the Barrens event was fun too.
I noticed this too the other week thought it was because my itemlevel was low on the alts I were playing on. Either way awful and completely pointless change.
If you read the linked bug report in the OP, the problem was a bug that has been fixed.
I noticed this as well, If they are not going to drop whelpling crests any more they need to increase the amount of drake crests that drop from seeds, I’m still upgrading a piece of conquest gear…
Wait, what? You’re telling me I’ve been maxed out in flightstones for like 3 months and I could have been sending gear to alts instead of just not playing my alts because I hate the flightstone grind? 
That’s called the pre-patch.
Only if you have a certain m+ score. Otherwise the vendor sells nothing.
Me too! The vast majority of “random” drops I got from that cache were either rings or cloaks.
I’m not a fan of all the extra RNG they’ve been sneaking into the game over the years but highly controlled/modified “RNG” is even worse. Come on guys! We aren’t going to quit because we finally got a chest piece… if anything we will quit because of the 14th cloak that month! 
Noticed this change last week as well. Was thinking it was a bug introduced last week and would be fixed this week, but alas, Whelpling crests are still gone from almost everything this week.
