I think they should still be dangerous, as their mobility is extremely limited. I agree they should not be able to bubble and deal full damage. At one point in the game, Bubble reduced their damage output by 50%. Cant remember what expansion it was.

It was since WOW vanilla, when attack speed was reduced by 50% and there was no instant strike skill.
Though bubble was 12 seconds, not only 8.
