That having been said…
Dalaran has been destroyed like, a dozen times by this point, and the mages just keep getting better at bringing it back. I’m aware that TWW opens with Dalaran’s, ‘destruction.’ Just how badly it’s destroyed we don’t know yet, as it’s part of the pre-expansion event, and thus not available for testing on the Beta. Thus far, we only really see one tower on the ground, and that’s not even the Violet Citadel’s tower.
Well, we’ll know tomorrow.
In several mage order hall quests (during Legion), it is made pretty clear that both Aethas and his Sunreavers are indeed openly residing in Dalaran once again, thanks to his efforts toward recovering Felo’melorn, and for his aid in adding to the city’s magical defenses. As you say however, they were not in any positions of authority, and Aethas was not in the Council of Six…but they did move back in.
