The world quest did go away, and flying through that area (which is the way I even got the stupid button to begin with) did not fix it. Submitting an in-game bug report as well as throwing my name in the list of those with this issue.
Mines is finally gone. I got it stuck from the first Tuskarr quest earlier this week since I didn’t complete it. I saw another Tuskar quest “Calming the Land” was up and after completing it the action button was gone.
You do realize those were posted AFTER the post you are quoting, right Proctolover? Was I supposed to see into the future? 
And what was I replying to in the first place? Oh yeah, a guy that was being a child and wouldn’t even try the solution that had been posted at least twice already.
Got any more advice for me, genius?

It work with any type of arena (just go to lfr/premade arena group).

The WQ isn’t up, and going to the place didn’t remove it, but I was able to move it with the HUD edit mode so it isn’t right in the middle of the screen.

Doing the WQ “Calming the Waters” will also get rid of it.

This bug seems to prevent you from doing the WQ “Calming the Land” as you don’t get the correct totem.
I’m finding this out right now. Very annoying!
Urgent update: However, it seems that going to the area Calming the Land takes place in has finally removed the offending extra action button. Praise the Incarnates! (lol)
That would work if the world quest were still there.
Been pvping for a while, the totem button persisted during pvp, Arena Skirmish or any other. Doesn’t matter.

I’m also having issues with this bug.
Additionally, whether it is related to the cleansing totem bug or just a complete coincidence, my S.E.L.F.I.E camera UI doesn’t show up anymore since the special action bar has been stuck on the cleansing totem.
Same issue here, was out of town for holidays and the quest is no longer available to complete and button is still stuck with the Cleansing Totem.
FYI this may have worked for some but not everyone (maybe not even most). It didn’t work for me

I suppose one could argue that resorting to name-calling could be considered childish in its own right.
I also found the WQ “Pressure Relief” where I was able to use the button in Azure Span, but upon completion, it also didn’t go away.
I have the same problem. Thought it might go away with the Tuesday reset, but it didn’t. It’s preventing me from doing some quests because the items I need won’t replace the cleansing totem.

Did you try queueing for an arena? That has fixed it for some people.

Yes this is generally the answer to the action button getting stuck…que for a skirmish folks. It literally takes 2min and has been cleared these sort of UI bugs for me for several expansions now!
