Frost suffers from a couple things; basically zero burst aoe, and lack of cooldowns. This can easily be fixed by changing a few existing talents.
Snowstorm
Blizzard has an 30% chance to increase increases the damage of your next Cone of Cold by 20%, stacking up to 30 20 times. At 20 stacks, Cone of Cold benefits from Shatter. You slowly gain charges while out of combat.
Chain Reaction
Your Ice Lances against frozen targets increase the damage of your Ice Lances by 1% for 10 sec, stacking up to 5 times. For the first 30 seconds of Icy Veins, your critical strikes increase your critical strike damage by x%, stacking up to x.
If Subzero was changed to not require the target to be rooted, we would likely not require any tuning changes, either.
Now for some serious chatting discourse, Rune of Powers damage buff just needs to be baked into the mage classes tuning and be removed from the game.

Honestly these sound like some good changes and would definitely help Frost in the long run. Also if we were to get Ebon Bolt baseline I’d be a happy man! Because fishing for Brain Freeze procs outside of Icy Veins, even with Frozen Touch can suck because sometimes you run into these “dead periods” where you don’t get any procs at all which just feels bad.
Also, completely agreed on axing Rune of Power. I hate that spell with a passion.
Snowstorm shouldn’t have a duration. Just like arcane harmony. Just stack and keep it forever
Glacial spike instead of freezing target should give 2 chareges of fingers
Comet storm needs buffs and better placement in talent tree. It does lowest dps. For example hunter explosion shot is top damage ability on aoe with same cooldown - we need that level
Frostbolt base damage need like 200% buff

ROP is the biggest offender.
Mage can’t do damage with ROP because it’s broken when combined, until it’s removed mage will always feel awful to play, no number changes will ever matter as long as it exists.
And the thing is no one that plays mage wants it, only the devs that clearly don’t even play the class want it.
I just don’t get it, get rid of this awful spell already.
