After reading some of the Scarlet sets, I’m thinking there’s going to be issues with threat for any tanks that aren’t “raid geared”.
So, I would like to propose an Alchemy-crafted elixir that boosts your threat by a percentage (tunable, maybe start with 15%), which works only in non-Raid instances.
I know the response is to just “DPS or Heal” until you gear up to tank. But not everyone wants to Raid.
And I believe an external threat modifier is the most efficient way to even out Threat Generation without making tanking a ‘cake walk’ in the Raiding scene (via just increased base threat generation of things like Defensive Stance). Or slapping on threat reduction to DPS gear and/or talents.
