I am reposting this here to be helpful provide others experiencing this issue with a fix
Ok so I made a thread under technical support that kind of solved it self. It turned out to be a bug in the two newest Nvidia Drivers. The bug seems so far based on Nvidia forums and Reddit to only effect RTX 3000 series cards.
Here is the reader’s digest version of what is happening.
There is an issue with background games and apps on Nividia Driver 545.84 and 545.92 with 3000 series cards (Desktop and Mobile but more so on mobile). Seen no 4000 series reports yet. The more resources the App/Game uses while tabbed the bigger the FPS hit or “slow-down” of your PC. So if you play a game like wow with a Background frame limiter as an option? Drivers post 537.58 FORCES your fames limited to 5-10 fps (depends on the game) regardless on if its enabled or not while alt tabbed.
There are minor other issues too.

As an alternative if you dont want to read the other thread and just want a Fast Fix you need to download driver 537.58 from the nividia site here. This is what most people were doing on reddit/nvidia forums also.
I’ve been pulling my hair out from why I’ve been experiencing stuttering. I don’t care if I can’t always play WoW on max graphics, but I should at least be fine from 6 - 8 setting. I just don’t want to play on crappy low.
BUT THANK YOU! This fixed my stuttering problem in 2025, hasn’t happened since I started and it would even happen in old classic zones as I quest there a lot. I was literally about throw my PC out the window. If Nvidia is going to be like this going forward, I’m just going to switch over to AMD, if it’s… Better. Which, I guess apparently, they are.
I’ve had driver problems with both Nvidia and AMD, and it’s always so annoying. Nvidia has given me the most problems in personal experience and have caused me greater frustration overall, but AMD definitely provides its share of headaches too.
Not even close. AMD GPUs are much worse. There WAS a corrupted driver Nvidia put out that sadly left a few Gremlins behind even if you updated your driver. Sounds like you have a few remnants of that Corrupted driver. Use DDU to uninstall your driver. Then install the most up to date driver from Nvidia. You should be fine from here on out.

The issue I mentioned in my OP has already been RESOLVED. You may just have to use DDU all fragments of the corrupted driver off your system.
Ah… Thank you for the extra replies. I’ll try that other stuff as well. I’m just freaking happy I no longer stutter like crazy lol It’s nice a two year old post still helped me. This is the one thing I kinda hate about PC sometimes
Edit: Having done the setup with the driver program seems to have fixed my issues. I’m not getting the same stutter I was on New World either. I… Had no idea you had to install CPU chipset drivers either…
