It doesn’t need even to be the same for both sets if cost is a problem. Use a mit cloak for the sub enchant since the need is less threat situationally.

It’s possible. Esp if you are giving up a chunk of crit or AP. It would certainly enhance the effect of the sub enchant. Also, it would help survival on the many melee unfriendly encounters.
I have the Arathi Kings cloak from Kara. It’s not bad but would consider using the Summer festival cloak for the threat dropper…
