Because its not good. The only way you can do anything with a combat spec without running around like a crappy fury warrior with worse dmg is playing ar/ prep. Thats only because of prep. It has substantially worse burst dmg than a dagger sub build which requires no cds.
Its a sustained dmg spec which is far less scary than burst dmg and like a warrior requires a pocket healer. Adrenaline Rush is a three minute cd so vs a sub rogue playing prep you blind the AR if they let you out of stuns and its GG. See you in three minutes.
Reality three ambush openers trumps any three openers as combat swords. Unless you blow a three minute CD. It gets even worse for a combat rogue if you have the luffa.

No scripted pvp CD for CD seal fate doesn’t match prep nor can building towards finishers match front loaded dmg in pvp.
You really need prep, after that a lot of things can work. But from combat, beside of imp sprint I don’t see a reason to go deeper and lose lethality and relentless strikes.
Seal fate was a fun spec, but needs ton of gear.
Combat is pretty strong with bad gear too when AR is up. Otherwise most rogues go sub so you can keep stun lock longer with many cool downs.
Personally, I just don’t enjoy it.
Playing a rogue without some of the stealth talents just doesn’t feel right.
Also, I’ve been playing daggers since Vanilla, and using swords feels lazy. Level’d daggers then, did it again this time.
I prefer Seal Fate / Imp Backstab / Ambush or Cold Blood / Prep with imp backstab*

I was just blown away by watching a PvE rogue build flat truck priests, locks, resto shaman, mages, just about anything he contacted got exploded.
Right now a lot of these classes are squish. A decent combat rogue should bust down a frost barrier pretty quickly. As for shadow priests. Those with enough gear will wreck fac. Guess caster gear is not there yet.
Seen many combat rogues from pvp servers. Especially using instant poison, sure they can blow someone up but after they use AR. They are kinda useless.
Combat daggers isn’t a bad pvp spec by any means. In fact a combat build with riposte is amazing vs melee. But you are putting your self at great risk to be kited and you lose control. Rogues are all about controlling the fight. Prep is just a staple of any PvP build.

Combat is a high consistent single target dps spec, and easily rogue’s highest sustained dps setup, yes even in pvp.
Combat isn’t bad because of its damage, it’s bad because it has atrocious burst, survivability, and utility compared to other rogue builds. The issue your are describing is just that some noobs where allowing a combat rogue to sit around pveing them down all game and likely letting him run target to target where he could take advantage of his high and sustainable damage uncontested.

You not having a ‘scripted pvp CD’ really does not matter outside of 1v1s SF builds were extremely useful in group pvp once they became the best DPS. Simply because killing the other player quickly while not having a real DPS drop off for being out of stealth is pretty important at that gear stage of the game.
Will it help him school noobs outside or Orgrimar? No. The importance of dueling is debatable as a viable PvP option. Its good fun sure but the rewards for dueling are less than physical and more opinionated outside of player hosted events. Besides this the built in classic systems reward group play the most anyway.
Having the rule of thumb be that players don’t swap specs every few days to raid/pvp is pretty normal. 50 gold per respec is nothing to sneeze at if your raiding and like to kit out your toon with consumables. Classic is not all about being ‘optimal’ in a 1v1 situation and more about how each player in a group fits into a cohesive whole to make something stronger than the sum of its parts. The SF builds shine in group play with proper support and generally beat the prep builds when the gear levels hit AQ/Naxx because of how strong the DPS throughput is outside of stealth.
Raiding is extremely important for gearing progression in this game (especially so around/after AQ when all the raid gear becomes the PVP gear) and telling people that a build is bad because it lacks a ‘PVP’ CD can/should be considered a foolish thing to do.
This is probably an unpopular opinion, but I have absolutely zero respect for sword rogues. Even less for humans with free sword skill.

I have no respect for undead rogues who think killing priests and locks is easy…
Thing is, Will of the forsaken is essentially a free rogue PVP trinket because it does almost everything the rogue PVP trinket does in the situations where you really do need it.
Human rogues using swords is no big deal, sword racial does effectively nothing in PVP, gives them what?? .04% crit and .04% hit? or something dumb like that…
doubtful. Your group was likely bad.
Combat is really bad but has high dps cooldowns.
if you just facetank his cds you deserve to lose.
That free weapon skill is nearly 3% hit rating in PvE and it helps with dodges/blocks/parries/chance to crit… since it’s effectively like attacking a target that is a lower level than you. In PvE it also increases the damage you deal when your attacks are glancing blows.
It’s a much larger deal than people make it out to be. Especially considering that there is basically no gear with it right now. You have to spec into the combat tree to get it, and you only need 308, so as a human it’s literally a free talent point if you’re going combat.
Add in that Sinister Strike / Hemo have no positional requirements… You just walk at people spewing out damage, that ignores more passive defenses that it would otherwise. It’s basic.
