While watching a few videos on sub rogue I have notice a proc that appears as a vertical black bar on either side of the character. I can’t figure out what it is for, I know I don’t see them when I’m playing. Could anyone tell when what this proc is for?

that’s the spell alert for the Ancient Arts buff from your apex talents; if you go in Options and search for Spell Alert Opacity, it may be turned down to 0% and that’s why you’re not seeing it. For some reason (often triggered by addons) it gets set to 0% by default for some people
To answer the question about what the proc does. When it procs your next spender will refill your combo points allowing for back to back max spender i.e 2 back back max CP eviscerates.
Sub basically has a mechanic where it can store combo points via shadow techniques the proc is an indicator when you have stored enough to allow for a free max spender which triggers by first using a spender.
