I used the item Unbound Reality Fragment, which upgraded my Discipline of the Grove conduit from 200 to 213, yet the cooldown reduction on spells remains the same at 6 seconds on the tooltip. Testing in-game confirms this. This bug was reported almost a month ago on the EU forums as well and it appears nothing has changed.
