The water you drink they changed so that you recover mana a bit slower at start but it ramps up to normal after a couple seconds.
If it’s the water you swim in, I don’t think so.

Nope. We only drink water that has flavoring in it… Swimmin water is just normal, non flavored water.

Wow, don’t mages have to be near water to conjure water? I thought they had to suck up water from a nearby water source using their butt cheeks, then gurgitate that water into magic flasks.

Normal water is fine. 
Check your settings. Many of mine changed with the prepatch and some of the graphics looked funky. Retweaking them restored the graphics (and framerates!).
Yeah, with all the things in the game that were broken, they decided what the game really needed was a nerf to water.
i usually have my liquid detail setting set to low. but on patch day it was bumped up to good, which befuddled me at first before i went to settings and put it to fair
Check your graphics settings, and if your graphics card needs an update.
After every major patch, they reset your System settings back to default so if you had something different before…

If you have Ray tracing that might be it, though I haven’t been to a large body of water in game recently.

Something changed with the graphics. You might need to update your drivers. I think all of those words mean something, because that’s what pops up on my screen when I log in.
