After leaving the Skyfire , while completing quests currently on " the cost of War " and was teleported back to the skyfire. I attempted to relog-reload, as well as completely deleting the toon and remaking. unable to progress character or game play. Requesting to move via stuck character did not work as well.

Having the same issue myself. I submitted a bug report in game as well. Any known workarounds yet?
edited to add: This is MoP Remix with an alt after having leveled 2 other characters significantly further into Pandaria.
Logged on to play this morning on my hunter on Remix and ran into the same issue. Was trying to kill the mobs below the ship and keep being teleported to the ship.
I tried to jump off the side of the boat to die, but I get ported back up before I hit the ground.
Tried to delete and remake my character, same issue.
Can you get on a normal flying mount and just fly straight up from the middle of the ship. Once high enough just fly somewhere else and don’t go near the area or else it will port you. This used to work in retail MoP.

Had the same issue where I was being teleported back with a normal mount. If you can, get on a dragon riding one and zoom out of there like your tail is on fire. That worked for me.

Do you still have quest to take the rope down to the ground?
I had this issue this morning, luckily I was in a hunter and was able to fly away then run back and have my pet kill a couple enemies to complete the quest. If you can make it to the outer edges of the quest area via dragon riding and have a ranged ability you can still complete quest. Still a bug, but hope this helps some till it’s fixed.
Had this issue last night, I even dropped the quest and then relogged just so i had a fresh start after logging in and attempting to go every way possible I was still teleported back to the ship, I was able to get to the inn but I am not sure how long it’s going to last. I don’t know if the quest “The Cost of War” has anything to do with it.

I wonder…
The Alliance have a quest to solute the troops…still ? This is on the ship.
So I made a Alliance and you need to complete the RP before you tag the quest item. To go over the ship.
This is after the flight around shooting and land on ship do not use button to next flight point dropoff.
I had this bug and I used my dragonriding mount to get high in the air and then made some distance between myself and the skyfire. As long as you don’t go too close again you should be okay until the end of the quest.

After being on my third character and dealing with this same issue I came here lol This worked for me as well! Thank you all for the solution!
I actually found a roundabout fix for this issue:
-
When on the ship, get on a normal flying mount and fly straight up as high as you can.
-
Fly straight towards Pawdon Village, descend when you are over the village and land.

Stay away from the Skyfire while questing.
I know there are mobs needed (Greasers etc.) that are mostly near the Skyfire on the map. But, you can also find them to the east of the Skyfire behind buildings and down on the coast. You should be able to get those for the quests and not go near the ship again.
It’s a bit of a pain and takes a few extra minutes, but it’s worked so far for everyone that’s used this method.
I don’t have any mounts.
