Mine downloaded as normal just now.
Try closing your Battle.net app, then go into the Task Manager and look for any Battle.net related processes still running. End Task those and run the app again.
Alternatively, simply restart your computer.

Open task manager and look for any lingering World of Warcraft (or B.net update, I guess) processes, end these processes. Then the update should proceed as normal.
This happened to me months ago, surprised to see it come back up again.

It’s commonly an issue with the Update Agent, for some reason that process hangs quite often. I’ve also had it be an issue with at least five instances of the WoW Voice Proxy process running for absolutely no reason at all.
This has helped me on occasion, however sometimes a system restart may still be needed.
I’m having this issue and I’ve tried it all, stopping everything in task manager, running as admin, clearing cache etc. Still no dice 
Cannot update after maintenance. Stuck at initializing. I’ve done all of the aforementioned with no success.
This just started to happen to me today. Restarted the client multiple times and even restarted my machine twice. Still stuck.
This is happening to me right now.
I have not figured out the issue, but so far have tried these things: System Restart, Close all other applications, Shutdown processes from task manager, Launched as Admin, cleared Cache, Flushed DNS, Moved my Addon’s folder. None of this has worked, it just says Initializing and spinning on 0%
