Streaming Media FPS Lag While Playing WoW

Hello there,
I am having an issue that I cannot fix no matter what I do. I guess first is the issue:

When I am trying to stream on one monitor something from YouTube, Hulu, Netflix, Crunchyroll, VRV, or even media files on my computer, it has an extreme lockup when I play WoW. Now, WoW does not have bad lockup or FPS issues, but the streaming media does. I have tried Chrome, Firefox, and even shiver Edge. I have had the same results in all of them. This is not happen until two nights ago. Now, when I do try to stream on something while playing - it causes the media to FPS lag or lockup so bad that it looks like I am watching a slideshow at best. The audio is fine, but the video is horrific. Think picture book that you flip through physically. I have done everything I can think of: Virus scans, Adware scans, re-downloading WoW. I also just got done wiping my ENTIRE computer and reformatting it to ensure that there were no corrupted files. I just finished downloading WoW and the issue is still there. I did check for system errors and everything, but nothing is wrong. I am honestly at a loss of what to do.

Is anyone else having this issue? Does anyone have any idea what to do? I am planning on scrapping this computer and getting a new one with income taxes, but I am aware that it might be delayed due to the shutdown. But for a temporary fix, does anyone have any ideas? I would greatly appreciate it.

Edit: The lockup only happens when I have WoW selected. When I have the media selected, it is fine.

Try turning off hardware acceleration on the player

This is for chrome
urn off Hardware Acceleration

  1. Select the Chrome menu button from your browser toolbar.
  2. Select Settings .
  3. Scroll to the bottom of the page and select Advanced.
  4. Under System, locate Use hardware acceleration when available and move the slider to the off position.
  5. Try Netflix again.

I know my computer isn’t anything amazing (very far from it) but I am planning on buying/building a new one with my income tax refund. However, that might be a little bit off due to the shutdown. Things are still unclear on that end.

It most likely not going to handle the game and streaming very well. The GPU is well below the minimum for the game. And the CPU is also below. One of the reasons they want a 8 core FX CPU is 2 cores share resources. If you cap a core it bottle necks the second core,

With a better GPU your issue may be resolved. But with a GT 710 do not think its going to be possible to play the game and stream

Ah, okay. It is just super weird because until a couple of days ago, it was completely fine. Like I said, there is a new computer on the way, but I am just waiting on income tax refund. Thank you so much!

Oh, and one more thing. Do you know of a good cheaper end GPU and CPU that would be alright to use?
