Before Stratholme, the issue is the Plaguelands themselves. The plaguelands are like Chernobyl basically. There’s no cleansing the land for decades to come, so it stands to reason that there is no real value in restoring the fallen city.

The reality is that the Alliance have systematically lost the entire northern continent now that Lordaeron is blighted as well.

If anything, the most strategic place to rebuild for the Alliance right now is Gilneas.

That’s true I recently surveyed the Northlands myself. Sylvanas was busy.

Course in effect one would assume that the forsaken infrastructure is simply easy for members of the former kingdom of lordaeron recapturing there old dominion.

this is off topic from the whole stratholme thing btw I realize that’s the scourge. But if the forsaken did manage to rebuild stratholme that just be another flag on the map for them.

As of Cataclysm, The Argent Crusade and Cenarion Circle had been making great strides in Western Plaguelands – current WPL is much more green and less plagued than its vanilla counterpart. The question is if the Forsaken allowed that work to continue.

With the Undercity blighted and Caelia in charge of a mostly former Lordaeron contingent of Forsaken, her “leading” a reclamation of Stratholme as solidarity measure for people in distress and darkness would be a fascinating development.
