I had picked up “Battle for Azaroth: Tides of War” from the Hero’s Herald on the way in to Stormwind, thinking it was a side quest, after completing Exile’s reach the first time on a new account. According to my research, there should be some sort of event that triggers after “Home Is Where The Hearth Is” that kicks off the continuation quest of the Exile’s Reach storyline and must be completed to progress to “Battle for Azeroth: Tides of War”. I think Henry Garrick was supposed to show up or something and provide the quest “An Urgent Meeting”, but that seems to have been blocked for me due to already having “Battle for Azeroth: Tides of War”. That led to a load of confusion after a seeming leap in the storyline when I tried to go view the war council, so I abandoned the “Battle For Azeroth: Tides of War” quest and tried to go back to the ending location of “Home is Where the Hearth Is”, and the continuation point was still not there.
I don’t know if this is related, but whenever my girlfriend, who has gone through the game identically to me (excluding race and class), and I party-sync, the gnome for the “What’s Your Specialty?” quest reappears to give both of us that quest, and completing it doesn’t trigger any new events, likely because we’ve already completed the follow-up quest, “Home Is Where the Hearth Is.”.
